Prairie Creek Reservoir Stakeholder Facilitation

From October 2025 to January 2026, Empower Results led a facilitated dialogue between the City of Muncie and Indiana American Water (IAW) regarding the management and future direction of Prairie Creek Reservoir.

The facilitation process was designed to clarify roles, identify operational risks, explore management options, and determine collaborative strategies to protect water quality while sustaining recreational value and economic benefits.

Across three meetings, discussion clarified priorities around the need to balance source water protection, public recreation, infrastructure investment, and financial sustainability while improving coordination between the owner (IAW) and operator (City).

• Coordinated and facilitated high-level meetings with IAW and City of Muncie leadership
• Assisted in identification of key assets, risks, and opportunities relative to each entity
• Clarified options for future governance
• Produced recommendations for near- and short-term action items, including operating parameters, investment priorities, water quality protection needs, and the role of public communication
